The Memorandum of Agreement in place at the time of the signing of the offer sheet stated a player needed to be on
a team's restricted list (meaning any team's) in order to not require waivers, and O'Reilly was. It was the Avalanche's list. This is what was in place at the time of the offer sheet being signed, thus he did not require waivers.
Later, in the actual CBA, it was changed to state the player must be on
the team's restricted list (meaning the signing team's) in order to not require waivers. In this instance, which is
not what was in place at the time of the offer sheet, O'Reilly would have required waivers prior to playing. This was the intent, which is why it was changed, but was not what was in place at the time.
