I'm mostly being glib but it's true. Mercer's ELC runs out this year and he's going to want to (and will) get paid. The Devils have already extracted his maximum surplus value. Now a team that can sign him longterm (like 7/8 years long) can still get plenty of surplus value from him but not the highway robbery value that an ELC brings.
I'd disagree about Horvat being a superior asset at that time; I waivered both ways though. Ultimately, I think Bo Horvat was an 18 year old draft pick with "skating issues". He was a top 10 pick, but he hadn't put up a 27 goal and 56 point season and played 3 NHL seasons at that point like Mercer has. Horvat, at that time, was still unknown. You can't look at what Horvat has done since being drafted and include that in his value.
