The problem is the teams interested didn't have 1sts.
Tampa: No 2024 or 2025 pick
Florida: No 2024 or 2025 pick
So right away you are a looking at a 2026 pick.
So then you have Vegas come along with a potential 2025 pick or unprotected 2026 pick. And you may believe they are closer to the end of their window than Florida. Tampa I could see being a toss up.
So now you have Vegas giving you something you covet in that first. You can try to wait it out for a different offer, but where is that going to come from? He would have a sense of interest from teams.
And you probably also know that Vegas is sending a clear signal that they intend to make a move. So if you wait too long and they do - you are back to inferior deals from Tampa or Florida.
Lots of dynamics in play but I suspect something like the above is how this played out.
