Unless Francis knows more than just the comment.
I don't like Francis anymore than the next guy, but he's probably basing it off more than just the comment.
Maybe Markstom was going light with that comment for the public interview with more serious comments behind closed doors.
Just spitballing, but it's certainly possible more has been said then that comment and Francis could know that.
