Not sure why goalies have criteria like games played to be included but forwards don’t have criteria. Seems arbitrary and a convenient way to lower the average salary of starting goalies and raise the salary of top 6 forwards.
For your goalie stats you are counting 35 goalies out of 64 who make an NHL salary and then saying that the salary is lower. For your forwards you are counting virtually every single forward which means of course the average salary will be higher. 25 points is the median for all players, not just top 6. The median for top six is 38 points.

What's arbitrary about it? Here are the top 32 goalies in the league (34 because of ties), since you restricted it to "starting goalies". I didn't give out any of these contracts.
