Not sure why goalies have criteria like games played to be included but forwards don’t have criteria like points scored. Seems arbitrary and a convenient way to lower the average salary of starting goalies and raise the salary of top 6 forwards.

I looked at the top 192 forwards in scoring and ordered them by cap hit. The median player turned out to be Nugent-Hopkins. So half of them get paid more than him and half of them get paid less. You said "top 6 scoring forwards".
Look at the top 10 highest paid forwards and compare that list of all stars to the mediocrity of the top 10 highest paid goaltenders.
