By definition there are 6x32=192 "top 6 scoring forwards" in the league. You need 25 points or more to be in this club. The median player for salary, 96th ranked Ryan Nugent-Hopkins, makes $5.125M. So clearly GMs value these players more than starting goaltenders.
With respect to goalies, among "starters" (minimum 27 GP, that's what the top 32 goalies have):
Lowest paid 10: 2.64 GAA .911 SV%
Highest paid 10: 2.78 GAA .908 SV%
They're as fungible as one dollar bill compared to any other.

The 96th highest scoring forward by salary cap who makes the criteria of top six forward by median point total is Wyatt Johnston at 894,167 dollars a year.
Not sure why goalies have criteria like games played to be included but forwards don’t have criteria. Seems arbitrary and a convenient way to lower the average salary of starting goalies and raise the salary of top 6 forwards.
For your goalie stats you are counting 35 goalies out of 64 who make an NHL salary and then saying that the salary is lower. For your forwards you are counting virtually every single forward which means of course the average salary will be higher. 25 points is the median for all players, not just top 6. The median for top six is 38 points.
