Are you arguing that he was supposed to further isolate Gaza by denying work permits? He was supposed to deny funds to Gaza, that did not belong to Israel? Funds that Qatar maintains were to pay public service workers, like doctors? Israel denying those funds would have gone over really well. Al Jezeera would have been all over that.

In fact, here's an article from 2019, about the funds in question. No surprise Netanyahu is protrayed as blocking funds earmarked for "impoverished residents of Gaza":
