Yes, it’s fact that last year he did not have a great year. But it’s also a fact that he’s having a fantastic year this year. And thankfully for the Flames, his value is based on this year and not last year.

To add to your point, Markstrom’s value is based on his career and probably more accurately the past several years. He has been a top tier goalie in the league for the past 5-6 years, on average, and based on this years performance it doesn’t look like his performance is about to fall off a cliff.
