Where would the 15000 vehicles a day that use 10th st be displaced to? Closing major roads only works if there are decent alternatives. 10th is one of the few entry points into down town and since you can't get from southbound 14th to Memorial that traffic then gets sent to 9th ave. Or people choose Centre st which is going to be even more of a disaster if the Green Line ever takes over large portions of that road. You basically make the Louise Bridge unable to be utilized well.
