Exactly. It sounds to me like Fitzgerald threw a hissy fit because Conroy did business with him exactly the same way he did it with Allvin.

I thought this whole part of the discussion was sparked by Sec214 explicitly saying this was the scenario. So no, it is not obvious that something else happened.
Seems to me you are just trying very hard to cling to the conclusion you wanted to reach from the beginning.
