Your timeline is way off.

UBS Arena broke ground in September 2019 and the Isles played their first game in November 2021. It was supposed to be done in October, but they had a couple problems (COVID).

Little Caesars was just over 2 years construction, the entire planning process took 5 years from announcement to occupancy.

If they used an existing HOK design they'd be playing in a new rink for the 2027 season.
