Thing is you're assuming that the deadline for his decision has passed, or that a discussion hasn't happened with the Flames already.
It's quite possible he's said he'd say and they are ironing out the final details of a contract.
Or he's told them he's going to test UFA and now Conroy has to start gathering the best offers in the market.
