After trying different things I'm still getting this. It's enough that things like discord or Zoom calls are impacted. On wired connections I don't get the same problem.
There's a used Dream Machine for $300 and an Amplifi Alien for $250 on Facebook, but I guess now I'm a bit leery of used though supposedly the Alien comes with Memory Express extended warranty for 2 more years.
I could get a new Dream Machine for $429 or the Asus ZenWifi XT9 kit for $479. Or I could turn on wifi on my modem and run that and wait for the Express.
