If your phone supports eSIM and you don’t need voice or text (just data), I would recommend Airalo. In the past couple of years I have used them in Scotland, Ireland, and Italy and it was good and cheap.
If you’re careful, you can keep your Canadian sim active (with data roaming definitely off) for receiving texts, but you’ll need to rely on something like iMessage, WhatsApp, etc. for sending messages and making calls over data instead. I didn’t find it difficult.
Or… just shut the Canadian sim off completely to ensure you don’t send a byte of data and get dinged by Rogers.
