Which to be clear is NOT suggesting Russia should be participating. Just that, not having them in these tournaments really erodes what they mean.

Fully agree. The World Juniors just haven’t hit the same recently. Russia is a hockey superpower and for Canadians they’re a fun villain to cheer against. Their presence at these events is missed.
But yes, I understand why they aren’t playing right now.
