An NDA cannot apply to testimony that you are required to give under oath. For example, if you are subpoenaed as a witness. That would be contempt of court.
You also cannot interfere with a police investigation due to an NDA, which would include withholding info and/or giving false info the police. An NDA can also not prevent you from reporting a crime to the police.
In Canada, it's the crown, and not the individual who brings charges. The complainant/victim is just a witness in the investigation and prosecution.
