His 'unique writing style' is using way too many f--king paragraph breaks in his writing. Every. Single. Sentence.

How does forcing people to pay more for something that actually isn't a problem change anything?

It sounds like a motion is forthcoming from within council to re-evaluate the bag bylaw today.
