But you need to kick the field goal to tie the game when there is 7:38 left in the game and SF had scored on 4 straight drives. You can't take the risk it's going to be a 2 possession game with less than 4 minutes left, and that's exactly what happened.

It's this exactly. Worst case you have a chance to score a TD to tie. You want to gamble? Go for 2 to decide the game.
There wasn't enough upside to gamble when he did, it's an indefensible decision really.
