I don't think either comparison is entirely apt. In the 90s, the Flames were struggling with ownership issues, a poor Canadian dollar/economy, and ultimately competing in an environment against teams without a salary cap. If the team could develop a star, they would just be lost to another team.

I don't think what the Flames did in the 90s was a teardown rebuild.
