The act is the same seriousness if a first time offender or a repeat offender do it, however repeat offenders should do more time because they are obviously need to be taught a lesson. I don't have an issue with that. I have an issue with inconsistency of handing out suspensions. Somebody gets two games for something where someone else gets a fine and someone else doesn't even get a hearing and sometimes the repeat offender is the one who gets the fine.
