Again, unless LTIR is triggered, there is no impact here.
A player on IR (in the case, Reaves) is still using up one of the 23 roster spots. The rookie that's killing it in your example, is also one of the 13 roster spots. Taking Reaves off IR does not impact your rookie, or the 23 man roster in any way.
