Excessive calling of reviews on plays seems to be a problem to me. This isn't about calling a time out to check to see if you want to call a challenge. It's deciding if a call is so missed that it's worth your time out to call.
Under my plan, for instance, last night, Toronto would have been able to call a time out, but not the challenge (since they would have 'used' their challenge for the time out. You get ONE per game. If you use it as a time out, you don't get a challenge. If you use a challenge (for say, an offside challenge) then you don't get a time out.
A rule change like this would make sure that a coach really wants to call one or the other.
