The advantage for the Sharks is they get a long look at a younger player. They can then decide if they want to qualify him or not, or offer him a longer deal (2 years say) at a lower cap rate. Dube probably is looking for a change and would be open to that if the fit is strong.
Similarly, I could see the Flames offering him a 2 year deal below the qualifying rate, to see if he takes that. I agree they probably won't qualify him based on the season to this point, but there's other ways of handling it.
