Plays like a hand pass or high stick rarely have enough influence to directly impact a goal against, I'd argue a missed penalty has way more influence on the outcome of a play.
So now they just opened up one can of worms but left the other can of worms closed and it's really very arbitrary.
You either have to review everything or review only the stuff that directly results in a goal IMO.
