Naw...thats pretty standard.
The rotors and pads wear into each other. If you replace one but not the other there is going to be an uneven wear pattern and you're going to get 'shuddering' when braking.
You can replace the pads and get the rotors 'turned' which is basically just having them shaved flat, but you diminish their useful life.
