This. EVs should absolutely be charged at off-peak times (and to incent that we need time of day pricing) so they generally shouldn't have a major impact at times of peak usage.
But take it a step further and they could also be seen as an asset if they were bi-directional and could feedback to the grid. Essentially you've got a bunch of batteries sitting on wheels that you could theoretically call upon during peak demand.
