Because Fry is very, very loose with the rules to the point where I get the impression that he understands that the contestants dont know them, as if they've never seen the show before which, to me, is very odd as a very popular game show.
I think it just needs to find its feet in the UK and I think it will in time, I dont know that I'll ever be a fan because the UK/EU centric clues...but I think once they get used to it it'll do well.
I still say, as much as I like Fry...get Clarkson in as a guest host. Thats one thing Jeopardy has never tried...get a host who is a genuine ass.

Clarkson is already the host of Who Wants to be a Millionaire?
I think Channel 4 had a UK version of Jeopardy in the 90s but it mustn’t have caught on then. The US version is/was on Netflix.
What the UK version desperately needs is for a contestant to go on a tear and rack up some serious money to generate interest. That, and/or a host that is just a quarter as good as Trebek was in the US.
Finally, they really need to tighten up enforcing the rules. If you don’t answer in the form of a question, you’re wrong.
