Even if you don't want to necessarily accelerate a rebuild, if you aren't getting the deals you want, getting back a piece that can act like a placeholder asset for future moves is not a bad thing. It's all part of ongoing asset management.
If they weren't getting the futures they wanted for Toffoli, such as a prospect or higher picks, then getting back a player who can progress and be traded at a point the market improves, isn't a bad gamble to take. It buys a little more time for the market to improve.
I don't know if that was part of the thinking with Sharangovich at the time. For all I know, he is a guy that Conroy has been watching and sees him as a long term piece of the puzzle.
