They're nearly there while trying to be good. Locking themselves into that mediocrity seems like a not so smart decision.
"Hey, so we're definitely going to draft in that 7-16 range this season...how can we make sure that we get back to that 10-16 range, and absolutely make certain we don't drop into the top-5...better lock this mediocrity in long-term!"
Signing Noah Hanifin at this point is like San Jose signing Tomas Hertl...except he'll be accompanied by enough other mediocre veterans that it'll just keep the Flames exactly in that mediocre range, and not bad enough to meaningfully build a better team (...which is where they want to be?). It's just stupid.
