How would any professional sports league operate with any sort of competitive balance if players had a say where they played coming into the league? It's something that will never happen for pretty obvious reasons. It's a privilege to play in the NHL, not a right, and there are plenty of other professional leagues around the world where they players may be afforded a choice of where to play if they so choose.
