yeah he's missed for a variety of reasons
here's an article from 2015 talking about him finally playing in his second all star game- then I believe in the end the Pens held him out that year

Crosby has been named to the NHL All-Star team nine times in his ten year career. However, this year will only be the second time he has actually played in the All-Star game. Three times Sidney Crosby has missed the All-Star game due to playing in the Olympics (2006, 2010, 2014).
