That's my understanding of it, because there will always be some time left on the PP after the last goal you score, even if it's one second.
Here's the game recap from that San Jose-Vegas game where the Sharks scored 4 on one PP:

Vegas took 5 penalties in the game, and the stat line shows the Sharks went 4/9 on the PP. That means they were 0/4 on the other PPs and 4/5 on the 5 minute major.
