Two things are necessary to expand Canada’s health care capacity:
1) More public funding (ie higher taxes).
2) Structural reform (ie the European model of mixed public/private funding and delivery)
One will not be enough. We need both. The right is hostile to 1 and the left are hostile to 2, so mustering the political capital for both will be extremely difficult. We’re probably screwed. I expect medical tourism to become the norm in the coming decades for those who can afford it.
