No, LTIR space doesn't accumulate over time like unused cap space does. This is because an injured player is still being paid and counting against your cap the same as he would if he was playing. LTIR just allows you to exceed the cap by the value of the injured player's cap hit.
If you have $2 million in unused cap space from the start of the season until the trade deadline, you could add players with roughly $8 million in cap hit. If you have $2 million in unused LTIR space from the start of the season, you can only use it to add a player with a $2 million cap hit, regardless of when you do it.
