I actually agree with that.
Backing into the corner of virtually any relatively new vehicle now is a several thousand dollar repair, with self-aiming projector and LED headlamps, the parts and bodywork needed (and the costs for the labour going up). It seems senseless to have to waste the time and resources of the police to report "my neighbour backed into my car".
