Same reason Forsberg can somehow just throw the puck out front over the net from behind. Same reason the NHL calls in on a Coleman skate blade touch. Flames had to trade Bennett to reduce disallowed goal calls

They got caught out on the step change in penalties by Burke, so just turned to stacking disputable calls
