Dave Brown was suspended for 15 games because he was a repeat offender,
specifically with respect to cross-checking Tomas Sandstrom in the head.
You're forgetting that Brown was suspended five games in March of '87 for cross-checking Sandstrom in the head after Sandstrom slew-footed Mark Howe into the boards. He got 15 for cross-checking Sandstrom in the head after Sandstrom was hacking at the puck while Ron Hextall was trying to cover it in a game in October of '87. It was a case of not only doing the same thing repeatedly, but to the same
guy repeatedly, and that's why they came down hard. Perron by contrast had only been suspended once in his career.
EDIT: oh and another thing: Brown's 15-game stint was non-consecutive. He sat 13 games straight, plus the following two games against the Rangers weeks later.
