Beyond where to buy, there's a few additional things to consider that could help your decision.

What do you mean by nice Mahjong set? You can buy full size and smaller sized mahjong and travel sized Mahjong (plus I'm ignoring cards).

Usually durability (without chipping when shuffling the tiles) is one of the facets considered important. I'd also say full sized tiles are better than smaller sized tiles, although some people like smaller sized (ie; 3/4 size) for older people when their finger strength starts to wane (requirement for stacking). A good set is probably between $80-180

This is a link with good images in size comparison of the tiles. Honestly most people have no clue about this. They only notice it once they start playing and then will comment about whether they like or dislike the feeling and size of the tile. My relatives in HK would usually have several sets of tiles for a variety of reasons. Size depending on the mood of the elders, cleanliness (ie: they'd have a set in detergent cleaning/drying and pull out another set to keep playing) and feel (ie: combinations of size, quality of set, age of set, damage to tiles etc.). I assume you're not that hardcore though and it's all for a gift.

Then you may also need to consider the Mahjong table. A good Mahjong table space is important for the ability to shuffle, stack and quickly play games without interruption or delays due to losing tiles. A good folding table or table top (ie: poker table insert) is probably around $100-250.

Sets of both tiles and tables on the other hand, I'm not sure. You can easily get some for $80-250 all in, but I don't know of the quality.
