It can mean many, many things. It could mean that Tanev isn't worth a first. It could mean he's worth a first but this particular GM doesn't want to pay that. And it could easily mean that this particular GM sim0ly wants to try and drive a hard bargain.
He may still be very willing to trade a first, but hopes not to.
