That is "The Wolfman", a character from a Canadian children's TV show called "The Hilarious House of Frightenstein". All 130 episodes were filmed in 1971/72. I think the entire show would be a good watch while high...lol.

The Wolfman's theme song was Sly and the Family Stone's "I Want to Take You Higher". The segment featured then-current hit singles...with the Wolfman, and the Igor character, dancing in silhouette against a psychedelic background.
