I think Carter is a classic example of how hard the job is and you can't get by with good intentions. If you aren't willing to be a sleazy politician, you can't expect to succed at that post. He wasn't "bad" or "stupid"... he was just weak. He has done a lot of good in his life outside of being the president though.
Bush on the otherhand, I seriously doubt he had good intentions to begin with... but as far politics go, he is better at it than Carter was. It's hard to imagine others being able to survive what he has and still serve 2 full terms. He may have been "bad" and a little "stupid", but he was strong.
