Looking at their instagram, it appears they sell these things inside Eau Claire or some distance away from the bridge to "help" people put their love locks wherever they want. So by keeping an arms length away from the actual attachment, I bet they are in the clear. Only a permit required to set up a vendor booth, which is probably (or not) what they got. That or they are classifying this as an art project and somehow got it through the city.

Yeah, there is a lot of blue sky between "We have full permission to sell these" and "You have permission to attach them to a bridge".
