The scents, mats, and perhaps stress are things that could be it? He is definitely the more "dramatic" brother. He's a sweetheart, but definitely is the more on-edge one at times.
They're both neutered and Pepper is a champ...the most lowkey cat ever, if I put the litter box anywhere he'd love it and adjust with no problem. It's been at least 4 months of trying all the things with Puddles, so the effort continues.
