Probably because they all realize the best path forward is for him to hopefully contribute to a successful season and maybe he has value in the offseason.
The old "Nobody actually wants you on your contract, and we don't want to pay to have to move you, so let's just try to make this work together" situation.
I actually like Garland but it's just how the market is for smallish wingers.
