A different burden of proof can be required for workplace discipline vs criminal law.
Several years ago someone inapproachably touched me (started tickling me). I reported it because it wasn't cool, and while he wanted terminated there were consequences including being moved office buildings etc. No one called the cops of it.
Now, I'm sure what the Perry thing is a level about it, but it may or may not be criminal. Who knows. As I said, different burden of proof. The question is though did the Hawks investigation turn up enough? Will the PA appeal etc.
