Early on the Texans Offensive Line was pretty bad too. But they have done a better job getting that unit to play better, plus designing an offence to mask some of the short comings. Also no surprise that since Tunsil returned, they've been throwing really well.
I think you can't necessarily plan one way or the other. If there's a player you think is a real NFL QB, than you have to draft him. It's still an inexact science because there was no suck for Stroud talk last year and Lovie Smith wss mocked by all the folks on Twitter for screwing the Texans by winning the last game and losing the top pick. Instead they get the best QB since Andrew Luck in the 2 spot. The Chiefs were laughed at hard for trading up to pick Mahomes...mostly because he might need a year of decent coaching to be able to use his physical skills in the NFL.
But if you draft a rookie QB, with the first two years you have to get good skill guys and try to bolster the offensive line unless you already have one or the other. Joe Burrow wasn't considered an elite prospect until he played that last year at LSU. He got killed his first year behind an awful line and didn't last the full year. But they spent money to improve it and he lead them deep in the playoffs those years.
Carolina has been a bad team for 4 years then traded a lot to move up, and really have not given Young much to work with. But we see with Trevor Lawrence that if you fix the coaching and can get some upgrades that these high pedigree guys can pop. But unlike the Jags or Bengals...these cats in Carolina won't have a top 5 pick to add to the roster for season 2. In fact they appear to have made the Young team to weaken their team now and forego a lot of future opportunity cost. The NFL doesn't have a lot of deals, but you see a lot of trading next years first blunders recently and this one is epic.
