I think they are scared of losing the revenue from those games even if it might give them a better chance to win the Cup. To them getting the play-off revenue and making money is a successful enough season even if it means not getting close to competing for the Cup.

I assume they would love to get more play-off games but not at the expense of missing out on play-offs for a few years.
