Just as Hamas are CLAIMING that Israel broke the terms of the agreement.
The difference it makes is that these CLAIMS by BOTH sides can be used as justification for breaking the ceasefire. If it's in the agreement then yes there are grounds for the ceasefire being broken. If it's not then it's nothing more than a false claim.
As I said it would be a lot simpler if the agreement were available so the claims could be verified.
