My guess is he was poring over shadowstats.com charts which had the "real" inflation figure of ~15-20%. Of course, believing those numbers again relies on a person not understanding how compound growth works, as even tiny discrepancies between real and reported CPI increases eventually blow up into gigantic discrepancies over a long period.
